Business property insurance rates are expected to fall 5% to 25% heading into 2027, Willis says. Auto liability is still rising. What it means for you.

What happened
Business property insurance rates should keep going down heading into 2027. That is the forecast from Willis Towers Watson, a large insurance broker. Business Insurance reported it on Thursday, Oct. 1.
For property insurance, Willis expects drops of 5% to 15% for big programs with one insurer. For programs shared by several insurers, it expects drops of 15% to 25% or more. In the second quarter of 2026, property rates already fell 14.5% on average.
Workers' compensation also looks calm. Willis expects large accounts to land between 3% down and 2% up. Mid-size businesses could see drops of up to 5%.
Not every line is getting cheaper. Willis expects commercial auto liability to keep rising, by 8% to 15% or more for low and moderate risks. For harder risks, it expects 10% to 20% or more. Umbrella and general liability are also expected to go up, but less.
Jackie Bolig, who leads placement and broking at Willis North America, said there is a lot of capacity in the market. Capacity means how much insurance companies are willing to sell. She said insurers that had pulled back are coming back. She also said buyers with high-quality risks and strong data can get both rate cuts and broader coverage.
What it means for owner-operators
This is good news for the property side of your business. If you own a yard, a shop, an office or a warehouse, the market is moving your way. That is true for small businesses across Texas and the whole country.
The truck itself is a different story. Auto liability is the biggest part of most trucking policies, and it is still going up. So do not expect your truck premium to drop because property rates fell.
There is a lesson in Bolig's words, though. When insurers have room to compete, they want the best risks. Good records and clean data are what make you one of them.
What to do next
- If you own a building, yard or shop, ask for a property quote before your renewal. Rates are falling.
- Have a workers' comp policy? Ask if your rate can come down too.
- Keep your safety records clean and easy to show: inspections, maintenance and driver files.
- Use your ELD and dash cam data. It can help show you are a good risk.
- Start your renewal early. See our truck insurance renewal checklist.
